I have been scammed as well :( Immediate payment (through Paypal) and no product.

I should have taken advice about this darn ‘Jinzhou Network Technology Co Ltd’ (this is clearly a fraudulent company) but all I saw was an ad under the brand ‘Lemon and surge’. I liked the article (a phone cover) I only noticed I had made a mistake once I get the receipt from Paypal and I see this name. I make some research on the net (as I usually do)... and I quickly realize I’ve likely been scammed. However I thought ‘Wait, perhaps it’s just bad service, perhaps my product will arrive’. But go figure, It hasn’t. 10 days after payment they have failed to send me a working tracking code, they keep sending me fake stuff, and saying my article is ‘ready to be sent’.

 

So I said ‘OK, if it’s ready to be sent, then cancel the order and refund me’. But they wouldn’t even answer.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
If you lose because seller provides a fake tracking number (likely) then post back for more advice.

If the item arrives and its tat the make sure you CHANGE the dispute quickly before it closes to 'not as described'.

 

Also make sure you have activated the below link in case you have to return it.

I followed your advice. Dispute is now open. 

 

Besides, I've reported this online scam scheme to Hong Kong police (where the vendor is located). I got surprised at how many people have been scammed by these lowlifes. This is clearly not a low quality service issue or the like. These guys are pros (fake tracking, even fake tracking website!) and I'm very angry at them getting away with that (which they clearly are). 

 

So I'm determined to fight them by all available means. 

 

Maybe I'm getting my money back? I don't know... whereas it would be nice it's actually little money. However it's our duty to prevent other people be caught in this fraud.

Good luck with this.  I was scammed in early April and PayPal keeps shutting down my dispute.  They will give you this list of actions to take, and then when you provide evidence they still don't accept it.  I would love to connect with anyone who has been successful getting buyer protection (which PayPal claims they offer) in this area.  There seems to be a huge problem with scammers using PayPal and providing false shipping tracking numbers (UPS in my case).  PayPal seems to be turning a blind eye to this problem.

I don't really care too much about my $24, I assume they are gone.

 

However, besides reporting to Instagram and PayPal (will let you know if I actually get a refund as my case is a bit more blatant since although these guys submit fake codes and whatnot, in my case even their fake website says the article hasn't been sent)... I have also reached to Hong Kong police, and filed a report online. Maybe that's a good idea and something happens, who knows.

 

Although everybody speaks of a suit looks nobody has actually let chinese police know. 

 

In case I make any progress, will let the community know, as police reports should rain then on HKG police. 

 

I only aspire to make some noise!

I was scammed by the same website. I ordered cordless tools and filed a dispute after I didn’t receive them. They then sent out a shipping number. The package arrived and had paper mask
