I have been robbed by PayPal.

 

Here's what happened:

1. Guy buys an item from me on eBay for 100.99.

2. He paypals me 97.91. 3.28 LESS than what he was supposed to pay.

3. I tell him repeatedly. He says he transferred the money

4. I receive a claim and am being threatened with police and lawyers.

5. I tell Paypal what happened. Unfortunately Paypal only contemplates payment and shipping options in disputing claims. I never shipped the item (and I never claimed I did). I also never claimed I never received a payment from guy. I just didn't receive the full amount.

 

Paypal decides in favor of guy and awards him: 100.99.

So my account now has MINUS 3.28.

 

How can I get my money back and my account back to 0 at least?

You have not been robbed by PayPal.

 

3.28 is the amount in PayPal fees. You are responsible for PayPal fees when receiving a PayPal payment.

I think the buyer paid you 100.99 but PayPal took out 3.28 for their payment processing service fees. So the buyer was right to put a claim against you for not shipping and giving him problems. And you're not supposed to charge the buyer the PayPal fee so you will get 100.99. Sellers pay that fee.

 

If you pay the 3.28, the PayPal balance will be zero. You can add money to your PayPal balance from your bank account or make a purchase and PayPal will add the 3.28 to your purchase.

 

You can also explain to the buyer that you made a BIG mistake and didn't know the 3.28 was for PayPal fees and would ship out their order if they paid again.

  1. My account balance on July 6: 0.00 EUR
  2. My account balacne on July 7: +97,71 EUR (but not, as expected, 100.99). Transaction from guy.
  3. My account balance as of today: -3.28 EUR.
  4. I did not make ANY other transactions between July 6 and today.

How do you explain that?

Of course, I can explain...

 

Because PayPal do not refund their PayPal fee, you are responsible for refunding the full 100.99.

 

So you received 97.71 out of 100.99 and upon refund, PayPal deducts the 100.99 and you only have 97.71 so you are negative or owe 3.28.

This is not correct. Let's do the maths again, dear:

 

My balance before his payment:

0.00 EUR

My balance upon his payment:

0.00+ 97.71 = +97.71 EUR.

 

My balance after dispute closed

97.71 - 100.99 = -3.28 EUR.

 

So guy gets 100.99 (which he presumably paid to start with).

Paypal had already taken its fee 3.28 and now make me reimburse the fee they had taken already to guy.

 

They essentially made 3.28 on NO transaction at all.

I know what you're talking about and I know the math but that's paypal's policy so you owing 3.28 is correct. They do not refund their fees. They did process the payment for you to begin with (so there was a transaction) and that costs them money.
