I have been defrauded and PayPal is protecting the scammers

I bought a digital item (RDP) from someone and sent him money (and when I did not receive the item, I filed a case >>>>
and contacted the seller and sent me the required electronic account and I filed a case and after he secured receiving his money
He blocked my account, didn't answer my calls, and blocked my number And PayPal rudely does not put any phone number or anything like that to report
this problem. Is PayPal an association to protect fraudsters?
Did I consider that my money was easily stolen due to the misery of PayPal's protection system

I had the same thing happen. I purchased items and still havent received them. I filed resolution and PayPal says they find nothing wrong. Yet I'm **bleep** out of $47.

This is now common practice for paypal. Best to steer very clear from Paypal.
