An eBay buyer recently requested a partial refund of $45, which I was happy to provide. But it turned out a) I had a zero balance on PayPal (assumed it would come from my card/bank) and b) I hadn't set up my PayPal Cash yet (necessary to add money). A week or two later, I finally have $119 in my account, none of it seemingly on hold, but I am still unable to process my refund. eBay keeps giving me the message "Your refund did not go through. Please try again later or contact us" when I try to process it. Their customer service (if you can even call it that) tells me to reach out to PayPal, which makes no sense to me because I have the funds. Does anyone have any advice? This has been a massive process and I just want to get it done.
