Sorry, there is no refund or purchase protection on friends and family payments. You essentially sent a "gift" payment. Always use goods and services payment type in exchange for goods and service to maintain purchase protection rights. Recipient is not obligated to send anything in return for friends and family payments hence why the seller can disappear on you. All is not lost, you paid tuition for a lesson learned.
