I got scammed but is unable to contact PayPal, what to do?

I was cought by the usual scam - Facebook AD with beautiful product, and then they send you a $3 crap product. 
They then wanted me to RETURN the $3 crap watch and I did, but couldnt edit or comment on the case with the tracking ID and shipping information. 
Then PayPal closed the case saying "we did not receive valid proof or tracking that you returned the merchandise." - I have all the information and sent it to them in a message the same day (to John Paul from PayPal the 18th January 12:18 PM, who said I could add it to the case, but then they closed the case)

So... I been trying to write a message to them for 8 hours now and keep getting:   "I'm sorry, but no Customer Support Agents are available at the moment. Please browse the PayPal Help Center for answers to frequently asked questions."

Any suggestion on what I should do?
