I got scammed and was charged 629.10 for a I Phone, I never ordered or received

I am a 65 year old Vietnam Vet 100% disabled with agent orange and severe PTSD. This is really working on me.  I have  a charge of $629.10 for a I Phone I never ordered or received.  My bank won't help me, because this merchant is telling them It was sent. So now I have this charged to my bank account. Can someone please tell me how to get help. Pay Pal or my bank won't do anything

Why haven't you opened a paypal dispute for non receipt of item? Then escalate to a claim for a refund.
