I payed for 2 in game characters and got scammed because the codes the person sent were already used and I disputed and provided proof and I still lost the case when they did not provide any proof at all.

You may be able to file an appeal of the decision with PayPal if you have new or compelling information not available at the time of the original determination or you believe there was an error in the decision-making process.
