I was buying an pubg acc I paid then he don't reply so I open a dispute then he started to reply. He told me to close it cuz he said im scamming him so I closed it he told me to wait for him to transfer to his bank in india so I waited 3 days. But he don't give me acc also blocked on telegram. I can open another dispute because I closed it. So if anyone know how to help me get my money back please I lose 70 dollars
NEVER close a dispute / claim until you have a refund or your item. If the seller issued a refund or the item arrived then that would close the dispute automatically. If not then you would escalate to a claim. As you closed it he can ignore you and you can't open a second dispute OR re-open a closed one.
Your only option is if you funded your paypal payment via a credit card then try a chargeback?
