I got email saying new rules are going to be applied 16th December 2020

I am supposed to email paypal support if I do not aggree with changes to close my account.
I contacted them and they said I cannot close my account because I am limited.
Now I am confused, I am absolutely no way in hell agreeing to new paypal rules.
Because it wants me to pay money even if I am limited and 12 months inactive ?

Anyone knows how can I solve this ? Not really in mood going to police departments in Slovakia to solve me this.
