I didn't receive my goods

I haven't received my goods , I started a claim on the 21st March and completed everything on PayPal , I have sent four messages and no one has come back to me , today PayPal are saying they will close my claim , I have put this to the resolution and still no response ? 

Would someone help ? 

I know with the situation of our country but if this is not adddressed by PayPal they will automatically close the case

and I will not receive a refund ?

I also ordered wetwipes on March 14th. I never received goods, card was charged, PayPal denied my dispute and I sent 6 emails to PayPal no response. Never received any receipt, seller is in Chinese. I removed all credit cards as PayPal is not safe to transact at this point. Either they are too overwhelmed to protect from fraud, or there could be someone on inside at PayPal. Someone from PayPal with account specialist title trolled my LinkedIn account, at the same time I was sending emails. No response from PayPal.
