I completed all steps but my account still limited and customer support not responding to me !!!!?

Hi, I got access limitations in my account prevents me from receiving and withdrawing and sending money and I sent all requested documents and the Resolution Center shows all steps completed (Photo ID, Address) but my account still limited.
please help me to solve this issue and return my account to its original state so I can use it to receive and withdraw money.
in last 2 days, I sent 4 emails to PayPal support but I didn't get any response until now. I want to know why my account still limited even so all steps are completed and  why the customer support does not reply to my emails.
please help me to return my account to its normal early because I will receive money from Udacity soon and this limitation will prevent me from receiving or sending money
