I cant withdraw my moneys

my paypal got permamently limited and blocked my moneys for 180 days after those days i got e email saying that i cant withdraw my moneys but when i got to add bank and to transfer it says this There’s a problem with your account. Please go to the resolution center so we can help you resolve this quickly.

You can only withdraw funds to a VISA in your country.

yes i know but it doesnt let me to add a credit card or a bank account in section to withdraw funds is just the bank option?
