I cannot open a dispute

@PayPal_Intars Hello, I noticed that you were very knowledgeable on the system and was wondering if you could assist me with a slight issue I was having. I haven't received an item I had paid for and I'm trying to open a dispute, however, when on the resolution centre, I am given two options: (1) "I want to report unauthorised activity" (2) I have a billing issue. None of these relates to not having received the item I have paid for and I am unable to reach customer service on the phone too. Please would you help?
