I cannot open a claim after i got scammed

Hi. i was going to buy a account for a video game for 180 usd. I did not recive anything, and he blocked me on our comunication site. i have opened a disput but i know he will not respond, so i want to open a claim. But i cannot find the button to open a claim in the Resolution Centre. Here is a picture of what i see on the web page.

Did you actually read that message? The one at the bottom that says you can escalate it to a claim if no response on 4th June ??
