I can't withdraw my money after 180 days of Paypal Restriction

Hello, i had a Limited account for 180 days . 
Now my account is still locked after 300 days i still can't add new account number . 
And can't withdraw my money.

i have my account limited for 3 years and still counting, i even provided the infos they required of me
