in the last 3 years I have lived both in Germany and in the Netherlands. In both cases, I had cancelled my account to open a new one in these new countries. Now I am back in my home country, but I forgot to cancel the account and open a new one. Paypal has limited my account, asking for a proof of residence, which I don't have, as I don't live in that country anymore. Because of that, I am not allowed to just close the account.
