I can not get my account back because I no longer have the card

My account was suspended because of a fraud activity. My visa card info was taken and the card was cancelled.

Paypal wants me to resolve the issue by doing 3 steps.

 

I can only do 2/3 because for the card step they want to charge the card I no longer own or have activated.

 

I have tried to call and every single time I try chat support there seems to never be an agent available.

 

I have money in my account I really want to access and I have been locked out of my account since the summer 😞

 

Any help is appreciated.
