I bought an item on ebay the seller will not deliver

I bought a giutar that says it is avalable the seller said big problem with factory will not fill order can I cancel. I said yes it has been over 15 daus and ebay as well as paypal will not di anything untill some huge time has passed. The seller is using me as well as others as a bank to restart a factory. I ordered an item I understood was able to be shipped now. I am not a bank.

If you have not received your item after the estimated delivery date has passed as indicated in your eBay Purchase History for the order, there is a More Actions menu on the right of the item where you can select "I didn't receive it".

You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item. Once you've told them there's a problem, the seller has 3 business days to provide a delivery update, offer a replacement, or give you a refund.
