I am trying to open a rfund dispute but cannot acess it

I bought a 3D printer from Ali Express, Anycubic. It stopped working shortly after it arrived. I have been in contact with them for a couple of months now trying to fix it. I have asked for a replacement machine but was told no.
I am now suddenly aware I may be getting "fobbed off" so as to stretch out time to stop me pursuing any sort of refund or other.

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Significantly Not As Described (SNAD) dispute. If that fails, contact customer service:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
