I am trying to despute a transaction and paypal has tagged it as the payment is not unauthorized

I kept writing to paypal that I made a purchase on April 1st and the merchant has not responded with anything not even an order number. I am writing emails and they are not responsive. 

I am trying to either get the product or my money back but it looks like this merchant is not going to respond. 

Paypal is not allowing me to open another dispute as un received items. 

What should I do???

Paypal  call centre is not accepting calls

Hope all is well and that you and your family is safe amidst this crisis.  I'm a little bit confuse as what i s really your dispute was it "unauthorized transaction" which is on your subject line or was it" item never received".  Anyway based on my own understanding the case you file was closed in favor of the seller, am i right?  No worries as you can ask for the reopening of the case and make an appeal and this can be done only through our customer service.  All you have to do is go to our PayPal website at the bottom click the contact option besides help, once you click  "contact" it will route you to the page that say “Contact Us” click that and there will be options provided.

 

If it's still no response, then let's wait until our phone line becomes available. I hope i was able to assist you on your concern. Thank you for your patience and keep safe!

Thank you for your message. Indeed the dispute was closed in favour of the seller. I was able to reach out to the seller who was suprised that paypal let the transaction through. The seller themselves did not go through and send me a confirmation as they excepted the pending payment from me would drop.
YET paypal let the payment through.

The seller refunded me
