I am frustrated - Help with a dispute!

In July I ordered $120 worth of items online from a company in Florida. My order came directly from China, and there was also an undisclosed foreign transaction fee on my charge. I was deceived about these items coming from America. I never opened the package, so I requested a refund. I was told to send back (TO CHINA). I did, cost me $27. I've opened a dispute, and we just keep going around and around. I respond, and then they respond and each time tell me to ship the items back. This has happened 2 previous times. I have a tracking # and even photographs! Now today I have been prompted to send the items back AGAIN. When I go to the case on PayPal, it is asking for a response from me. When I click on the link, nothing happens. What can I do? I assume they are just hoping to wear me down so I just go away! Is there any way I can actually TALK TO SOMEONE at PAYPAL?
