This has to be an error since I already verified my bank account with paypal and provided my PAN card for identity verification purpose which is only issued to 18+ in my country please help me get in touch with support.

I think the issue may be were you under 18 when you opened the account in the first instance?

If so then it would always be an illegally opened underage account even if you are of age now.
