How to send a complaint?

Hi guys, How can I send a complaint about no progress for 3 years. They limited my account 3 years ago. And closed my account but I have $4700 just stuck in there. After every 6 months I have called about the issue but they don't have the authority to lift the limitation and apparently send my case to their support team. But nothing happens. Same happened today. I'm so **bleep** off. This Australian Paypal is useless. Thanks for the help!

Is the paypal account in your legal name and have you provided a document to prove that the name on your paypal account matches that document?

Thanks for the reply! Everything is correct. Legal names, passport copy, bank statements for address. Uploaded them ages ago. It shows everything is verified. But at the moment i want to move money it tells me that my account has been closed.
