How to report scamming conspiracy antivax websites?

Lately I've noticed a LOT of new anti-vax and other conspiracy sites popping up, all with Paypal donation buttons. These sites are clearly scams, designed to fleece the gullible and desperate. Does Paypal have a policy around this type of activity? And if so, how are these sites reported?
