How to refund my money

I have order Some Bully Max product online and after some days UPS person came to me and handover some documents and inform the products are Hold by Sri Lanka Customs and to collect that i have to visit them so once i visit to Sri Lanka Customs they ask to submit the payment documents so i have submit the PayPay payment voucher and custom inform the invoice they send (Bullymax) is 2279.28$ and i have submit PayPal invoice of 1463.80$ with shipping charges
As per custom they informing that i have done some illegal thing to buy this product and they cant release the product, to release the products they need an letter from Sri Lanka animal food and health department

So the only option is re-export the package to the seller.
i try to contact their help line (Mr Nate) they are not sending a proper reply at all
so i have opened a case and Paypal denied my request without asking me any other proof.

i have payed 1463.80$ and spend another 250000 LKR for custom duty but i did not receive the products, the only way is send the product again then they will pay 250000 LKR that i pay to customs,
So if you need any proof that i haven't received the product i am here to send you.
i need full refund of my money because i didn't receive the product.

I am here to provide you any documents i need my money back,

You are responsible for what you choose to import into your country.

So if its not allowed that is your issue and not the sellers.

as you saying its my mistake .So seller send the product with wrong invoice that is my fault, and because of that Custom Detend my products, "as they saying i am submitting fake payment voucher because seller send completely different price voucher" so because of seller dumbness now i need to bare the loss is it ?
