How to re-open a dispute that has not been satisfactorily resolved?

I filed a dispute because I had not received a product after over 6 weeks. The item WAS finally delivered, so PayPal closed the dispute. However, the item is SIGNIFICANTLY NOT AS DESCRIBED, and I do not see a way to re-open the dispute to request a refund.

I am also disappointed. Will be closing my account after many years. I never received item but UPS tracking shows something was delivered to another address and I am out my money.
