How to issue refund when my account is closed by PayPal?

My account is closed by PayPal citing about high risk transaction. The amount is just sitting in my PayPal account and I cannot do anything with it. Also I do not see the option about "REFUND" in the transaction activity.

Now I want to issue refund to the buyer. How to do this?

Any help would be appreciated.

Buyer can open a dispute for non receipt of item or whichever and as long as you don't challenge it they should get a refund.
