How to get money back from etsy scammer - graphics card rtx 3090

I stupidly purchased a rtx 3090 on Etsy. It was a scam, the seller used stolen photos from eBay and the store page is deleted. I filed for a claim but I filed the wrong type of claim, fraudulent activity when it should have been missing item. I didn’t know missing item also encompassed if you suspect the seller is a scammer. Will PayPal cover me here? I also contacted Etsy and I’ll contact my bank as I used my credit card to make the purchase. It’s in the preauthorization phase. What else should I do? I’ll contact PayPal tomorrow but I guess I’m just worried currently.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If you lose because seller provides a fake tracking number then post back for more advice.
If the item arrives and its tat the make sure you CHANGE the dispute quickly before it closes to 'not as described'.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I did a charge back with my bank. The scammer somehow provided a valid fedex tracking number that went to a store in my area, a gun store. He wouldn’t give me proof of delivery(it was signed for by the owner his name) and fedex won’t give me an email or form for proof of delivery but the guy on the phone said where it went. The scammer also shipped from a different state and his store was shut down and he won’t respond to emails and PayPal still wouldn’t timely rule in my favor. The owner orders a lot from lipseys as they’re a wholesaler so somehow the scammer was able to get a tracking number from fedex that was going to this store that’s in the same city as my address.

I know it is too early for me to ask or tell about this but I too bought this graphic card from a seller on etsy yesterday which I believe was a mistake. You see it was a 3070 aorus rtx card and he/she was selling it for close to be $500 and before I made this purchase I asked them about it and show me more pictures. So the seller explain it and show me more photos of it and I bought it. But then after about seven hours later, the site that the seller had is gone and I find that strange. So can I file a dispute now or wait til April 17? Because I'm really nervous and a little scare that I was scammed big time.
