How to get help when Paypal support wont help and they falsely deny your claim?

Hello,
I have been trying to get this resolved for months but no help. I have been fraudulently charged for several months. I never approved any charges and have never even used the product or have an account with the merchent. Paypal keeps saying that my claim is denied because the transactions were authorized. I never authorized these transaction and I don't even have an account with the website. I called the website and they do not have my information anywhere in their database to even issue a refund. I do not know who else to contact other than contacting the FTC/Consumer Protection Agency.
If anyone can help with escalating this case and getting some actual help on the issue, that would be great.

Check if you had a subscription set up.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''
