How to escalate the incident closed due to seller's incorrect information?

Hi,
I raised the incident for refund as seller did not ship the product (Case ID: PP-D-98257642).
For which seller responded after few days with a shipment number.
I received the shipment which was just a letter saying that I will receive the item.
And paypal closed this incident in seller's favour as he provided tracking number!! It did not ask my feedback before closing the incident.
Truth is seller is scamming, the order is still in 'Awaiting shipment' and i have not received item.
And now there is no option to raise the dispute or escalate!!
Can someone help with this?
