Hi - How do I escalate a Dispute to a Claim? I'm in this back-and-forth with a bogus seller who keeps promising a refund but always delaying. He can keep that going just by responding to my messages. There is no "Escalate" button when I view the transaction page. I'm REALLY getting **bleep** off. Please help?! (I've been a PayPal customer long enough to remember when I could actually CALL them).
