How to dispute wrong shipping method that cost extra money

I recently paid extra for express shipping but the seller still shipped the order with standard post which will take an estimated 2-4wks more to arrive. The seller is refusing to refund me the extra charge for expedited shipping, so can I dispute this via PayPal? If so what type of dispute should I file and do I need to wait for the item to arrive (however long that may take)?
