My account shows as blocked and it does not allows me to resolve the limitation. It does not even allows me to submit a message to customer service. The bot in the messaging tool keeps saying all customer agents are offline and that I should try during business hours, but in fact I tried during business hours and it continues to say this. What is going on with PayPal's customer service??
