How to contact a human for customer service

What do I need to do to speak to an actual human at PayPal. I have been robbed of $75. I never received an order and the case I filed was closed in favor of the seller! I NEVER RECEIVED THE ITEM!! The website of the seller listed on PayPal isn’t even in operation and is not the same as what I ordered from.

Did you open a dispute for non receipt of item?

Did you escalate to a claim?

Did the seller provide a tracking number?

Does tracking show as delivered?

Did you pay using goods/services?

 

some actual info would be helpful.
