How to appeal dispute resolution

I filed a dispute because I did not receive items that I ordered (I received different items, none of which I ordered). PayPal rules against me because the seller provided a tracking number. But PayPal did nothing to verify the difference between what I ordered and what I received (even though included pics of order receipt and items received). I can not find any “appeal” option as described by the virtual help agent. Suggestions???

If you open a dispute for non receipt then the seller would win if they can provide trackable proof of delivery.
Why did you not open a dispute for 'item received but not as described'?
