How to alert Paypal to a scam seller

I purchased an item 22 August and the following day after receiving no correspondence from the seller ( through Paypal ) 

I decided to contact Paypal and let them know what I believe is a potential issue .

They reverted back and said my claim is denied , as the purchase was authorized  by me .. which was never the issue.

How do I contact them and make then understand my complaint ?
