How to Escalate closed Case by Paypal

How do I open a closed cased by Paypal and escalate it when a seller gave them a fake tracking ID number, but I never received my products?

I'm sorry to hear you haven't received your products. You may have the option to appeal the case online. If the option isn't showing, you'll want to contact Customer Support. You can contact Customer Support on Twitter by sending DM to @AskPayPal or a PM on Facebook by going to Support may also be reached by clicking 'Contact' at the bottom of any PayPal webpage.
