How long does paypal usually take to review new paypal accounts ? We have over 100 transaction and zero disputes. All our customers already received their order as well. Our account got limited 3 weeks ago and we haven't had any reply since then.

That would depend on the reason for the review / what they have asked you to submit and if its a temp or permanent limitation.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
