How is a Visa card approved?

My account has been suspended and a message has been sent, saying that if you add your visa card to your account and confirm it, the restrictions on the account will be removed. I added a card to my account, but I did not understand the confirmation during the wrong 4-digit code I tried a lot of code to try again after a while wrote, I learned by contacting the 4-digit code, but I do not know how to confirm, $ 1.95 pulled from my paypal account.

I contacted the bank and learned the 4-digit code, sorry I have bad English.

Go to the Wallet page and click on the card on the left side and there should be something on the right side that allows to you to enter the 4-digit code.  

If you try to enter the code too many times, the system will remove the card, then you have to call customer service to reset the card so you to add it again and do the confirmation step again with the 4-digit code.

Once you successfully confirm the card, a refund will issued and it may take a week, up to 30 days for the refund to be posted by your card.

Ok then it appears you're good to go then. You don't have to do the 4-digit code thing. I guess in some countries the 4-digit code is not required. Just the temporary charge which will be refunded or released in a few days. 

It doesn't say anything about a 4-digit code to add a card in your country. AZ is the PayPal country code for your country.

OK, the $1.95 charge supposed to happen to test if your card is valid or not but you also have to enter the 4-digit code for the card in the Wallet page of your PayPal account.

The limitation on my account has not been removed, I sent my ID to your team 6 days ago, but they didn't return, they've been reviewing my ID for 6 days and they're working really slow.
