How do I unblock payments?

Hello all,

Earlier I had opened an unauthorized payment case, which got resolved and everything is good now. But PayPal went ahead and blocked the other party from making any and all payments without my consent. I absolutely 100% need this other company unblocked. Is there a way I do it myself or is this something PayPal staff must do on their end?
