If you inquiring on how to remove your credit/debit card, you would need to login into your PayPal account. Click Money/Wallet on the top of your page, choose the financial and click 'Remove'.
However, if you inquiring about an authorization payment made to a seller, the payment cannot be canceled by you. It can only be canceled by the seller. Hence, you would need to request the seller to cancel the authorization payment from their PayPal account.
