The user using the email <removed> is using Facebook and other methods to extract money for a fake adoption scheme. I have tried to find a way to report them but cannot. They are using Paypal to commit this fraud and instructing people to send them the money via friends and family to avoid fees and taxes.
I'm sure Paypal may notice the sudden influx of money into the account but in case they don't it would be nice to have a way to report their activity. The couple using this has a very questionable story and has run similar scams before. I believe they already got kicked off of GoFundMe which is why they are now using Paypal to cheat people.
