How do I report a potential fraud to Paypal?

Hi,
I have been trying to raise a dispute with Paypal, however, I get to the end of Stage 1. Then I just get a circle icon spinning in the middle of the browser, it never loads the page.
I am using Windows 10, and the Google Chrome browser.

Please do the following
1. Try to clear the cache and cookies of your Chrome browser.
2. Close all running sessions of Chrome
3. Login to paypal.com
To file a dispute, kindly click on the link below.
