How do I initiate a new dispute for a closed case?

I filed a claim of an unauthorized transaction but got denied by PayPal. The case is closed. But this does not resolve the issue as I did not receive my item and the merchant website also seems to be a fake one. The tracking number they provided is a fake one. I could not get into contact with the company. How could I initiate a new case to dispute this transaction as "item not received."? I called the customer center but no one answered the phone due to COVID-19...
Any suggestions would be highly appreciated!

I CLOSED A DISPUTED CHARGE WITH MY VISA CARD, BUT PAY PAL REFUSES TO ACKNOWLEDGE THIS AND CONTINUES TO TRY TO TAKE MONEY FROM
THE HOTEL I PAID...EVEN THREATENING THE HOTEL. RIDICULOUS. THIS HAS BEEN GOING ON FOR 6 WEEKS. THEY HAVE NO CUSTOMER SERVICE. THIS WAS MY FIRST EXPERIENCE WITH PAYPAL...AND MY LAST.
