How do I get my money back

On Saturday I was making a purchase for a bike. The transaction said it could not be completed but it was still charged on my card. I have tried to contact the company, "Electronic Mall", "Smartpc-gobal.com but no one will respond. The problem is I used a new card because the old one expired. When I try to open a dispute on PayPal it won't let me because it keeps referring to my old card. What can I do to get my money back?

No. No one has gotten back with me. There are no links on menu to address my problem. I really need to talk to a support person.
