How do I get ahold of PayPal Customer Service?

Ordered a wood working tool from China. Received a UPS tracking number. Shipment said it arrived but no package. Emailed merchant no response. Went thru UPS dispute and after keeping the case "open" for several weeks logged a PayPal dispute. PayPal decided in favor of the merchant saying the item had been delivered. I called UPS and found out that the tracking number I was given was for another person & address in my city. I tried opening a dispute, but it auto closes saying the dispute has already been decided in favor of the shipper. Tried calling PayPal and get a recorded message and hangup. Tried using PayPal's chat feature. It said it would be a couple hour wait. It is now 9 hours and I still have the chat window open and have to click stay logged on every so many minutes. Completely frustrating. 

 

Anyone know how to get ahold of a person at PayPal? 

 

Anyone heard of a scam where a website uses PayPal to take your order, issue you a tracking number where they just copy someone else's tracking number and get away with it? PayPal is the one that gave my shipping address. They should be able to work with UPS to verify the seller never sent me anything.

So I have the exact problem. Paypal denied claim. Paypal said tracking number shows delivered. UPS said the tracking number was not my address so I should call Amazon. Amazon said I could keep the shipment and they would send a new one. Took 40 minutes to get them to understand the problem. Amazon finally sent me an email saying that the tracking number was not my address. Now how do I get hold of Paypal? This took 5 hours today to get where I am at this point. AND $104 dollars short.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
