So I purchased a ATV on one of there sites to find out it was a scam. I have been trying to get in contact with PayPal an it just keeps having me go in circles. I bought it April 18 2020 for $96.00 I have receipt number an item number just not transaction number. It was through a PayPal site but I used my bank card. An when I go to pull it up on here it doesn't show an they can't help. I have been trying to cancel an resolve this for almost a month now. An haven't got any help from PayPal at all but on my bank statement it say $96.00 from PayPal Bailey LLC but nothing on there end so I have to clue how to resolve this matter please help.

If you need to open a dispute for a 'guest buyer' transaction then you can.......

1. Phone Paypal customer services and see if they will open one for you (sadly not an option at the moment due to covid).

OR
2. Contact your card issuer for a chargeback.

Advice is voluntary.
Kudos / Solution appreciated.

Thank you ive been trying with PayPal nothing with them because they can't find transaction so its hard. I might have to call my bank but then they will shut my card off an have to wait 7/10 days to get a new one. An all my money is on there unless I pull it all out before they do. Thank you for the feed back I appreciate it

Have you tried contacting your bank and asking them to do a charge back. Give them a call and see what they can do for you.

Yes I have but when I was trying to find the transaction on my gmail last thing he said was he was gonna lock my card an have to wait 7 to 10 days. An I didn't want to do that because of the covid would take longer. But I'm gonna have to explain better maybe they can do something. Thank you guy on customer service was a real **bleep** but its all good I'll figure it out thank you.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

Activate the below link in case you have to return the item at Paypals request (or the correct one for your country as this is the U.S link).

https://www.paypal.com/us/webapps/mpp/returns

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.
