How do I get a refund if I used a different email for PayPal?

Hi,
I recently "supposedly" purchased a digital product to help me with my business. However I used a credit card under a different email address. I never received the product, I emailed the person to ask for the information to get the product and they never responded. It's been 2 days and I now need the money back.
I plan to contact the credit card company as well, but wanted to start here first as PayPal has been very good at helping me resolve these issues.

if you want to file item not received via Paypal,then you have to find the transaction in your Paypal account.

I have the Transaction IDs and the Invoice IDs. There were two transactions with a credit card on the same day within minutes of each other. Do I have to call my credit card company now or should I wait to see if PayPal will help me resolve the issue?
