How do I get a refund from a scam website?

I purchased a Kavu sling bag from a seller I found on Google. I paid through Paypal. The website did not provide a confirmation number, but said that I would receive an email within 24 hours with a confirmation number and tracking number. I never received anything from the seller, so I sent an email to the address listed on the website; the email was returned to me as "Undeliverable." I tried calling the number listed on the site, but it is not a working number. I went to PP for help and they opened the case. The seller provided a tracking number for the item that was dated a full TWO days before I made my purchase. And the seller's tracking number shows it was delivered to my house the next day. I made this purchase in the afternoon, and my mail arrived the next morning by 9:30am. I did not receive the package and Google is showing other people who lost money when the same seller provided fraudulent tracking numbers. PP sided with the seller on the simple fact alone that he provided a tracking number.  How can I get an actual person to take a look at my account and help me???

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
